ABSTRACT

The project work has been well labored infact, the researcher made serious efforts to investigate the importance of human resources management and its contribution to organization effectiveness. With particular reference to Agatu local government.

This work is divided into five chapters, chapter one deals with the general introduction, background to the study, statement of problems, research questions, objectives of study, significance of the study and definition of terms are treated on his chapter.

Chapter two deals with related literature review while chapter three centers on the researcher methodology used. Chapter four critically presented, analyzed and interpreted data, while the last chapter centered on the summary of finding, conclusion and recommendation.

In this research work, the researcher identified so many importance of human resources management and it contribution of organization effectiveness. This has help in the smooth running of administration at the local level.

The researcher then attempts to suggest possible solution to the problems mentioned in chapter one.

CHAPTER ONE

1.0INTRODUCTION

Human resource is an important part of the total resources of a work organization. No organization can succeed without effective management of its resources. All the organization functions require the activities of people.

The vitality of human resource to organizations cannot be overemphasized; hence managers are realizing everyday that the way human resources are managed competitiveness and survival. Employees in todays organization are not interchangeable parts that are easily replaced.

Personnel management is therefore gaining status as a key ingredient in technology and quality programes also invest in the latest staffing, training and compensation practices.

Recent management trends have show that practitioners would only want to refer to this function as human resource development.

To ensure that an organization functions efficiently and effectively in attaining its goals, there arises the need to attract an effective workforce. Development an effective work force and to motivate its workforce. This is the prime function of human resource development staffing, labour relations, training and development compensation, employment communication, organization, administration and personnel policy and planning.

In the public service, which embraces the civil service and parastatal organizations, the human resource is guided by the provisions of civil rules, civil service commissions regulation; guide to procedure the implementation guidelines on the civil service reforms in the service and local government.

Therefore, this research in intended to study importance of human resource management and its contribution to organizations effectiveness in the local government system, using Agatu Local government area of Benue State as case study.

1.1BACKGROUND OF THE STUDY

Agatu Local Government Area, with it headquarters in Obagaji has come a long away to its present status October 1996. The Local Government area comprises of ten council wards namely Egba, Enugba Obagaji, Odugbeho, Ogbaulu, Ogwule, Okokolo, Ogwule Kanduna, Oshigbudu and Usha Wards.

The local Government Administration has executive, legislative and transition councils, though in the interim a caretaker transition committee has been appointed.

ADMINISTATIVE MACHINERY

The administration machinery of Agatu Local Government is made up of the director, general services and administration DGSA and the heads of departments.

2.Head of Education

3.Head of Finance, supplies planning research and statistics

4.Head of personnel administration HPA

5.Head of health and human service

6.Head f agriculture and natural resources

7.Head of Revenue

8.Head of work, housing land and surveys

9.Local government treasurer

10Clerk of the local government legislative house.

The traditional council is headed by the och Agatu a second class chief and assisted by district and kindred heads who run the affairs of this districts and kindred.

The local government also has state assembly constituencys names: Agatu constituencies and share a house of representative constituency with Apa local government.

1.2STATEMENT OF THE PROBLEM

Some of the basic problems the researcher seems to have attended to unveil in the course of the research are carefully enumerated below:

What are the problem of human resource management in the local government system since it establishment up to the present day.

Perhaps, it is not out of place to say that most local government in Benue state is not valuable. They perform below expectation, and in many case it is due to the problems in management of human resources. Indeed, this local government is characterized by lack of interest in ones job, Negative attitudes to work, corruption, favoritism, inefficiency and low production which led to frequent calls or agitation for scrapping of this tier of government local government.
